Gears do not produce power. In most vehicles, reverse is a “lower” gear than first and so can potentially deliver more torque. Some vehicles (like my ’54 Dodge pickup) have a “granny” forward gear (lower than a normal forward driving gear) that is the same ratio as reverse.
